What we deliver

COMPLEMENTS delivers a set of concrete results designed to strengthen cross-sectoral skills development in Europe’s Security and Defence domain, while testing a collaborative model that can be replicated across other industrial ecosystems.

Key results include:

  • A Strategic Skills Roadmap: A forward-looking plan outlining skills priorities, policy recommendations, and actions to support cross-sector cooperation and workforce development.
  • A shared skills intelligence framework: A harmonised methodology to identify skills gaps, emerging technologies, and occupational needs across the aerospace, automotive, and digital sectors.
  • Modular training pathways: Flexible, interdisciplinary training programmes focused on dual-use skills such as AI, cybersecurity, and autonomous systems, designed to support both upskilling and reskilling.
  • Pilot training actions: Real-world testing of training modules in cross-sectoral contexts, involving learners, companies, and training providers from both civil and defence-related fields.
  • A micro-credentials approach: Support for recognition and transferability of skills through interoperable, modular learning units aligned with European frameworks.
  • A long-term sustainability and exploitation plan: A strategy to ensure that project results continue to be used, adapted, and scaled beyond the project’s duration.

  • Collaboration and governance: Establishing a cross-sectoral “partnership of partnerships” involving industry, education, public authorities, and civil society.

  • Co-creation and adaptation of training: Building on existing training programmes and adapting them to cross-sectoral and Security and Defence contexts.
